Foreign Medical Graduates Examination

Foreign Medical Graduates Examination is also known as FMGE conducted by the MCI (Medical Council of India). This exam is conducted to ensure that the students who study medicine abroad and come back to India have the requisite knowledge to practice in India. The Foreign Medical Graduates Examination consists of one paper, comprising of 300 multiple choice, single correct response questions in English language only, delivered in two parts to be taken in a single day. The examination comprises of multiple choice questions, test delivered using computer network as per prescribed scheme. There is no negative marking in the Foreign Medical Graduates Examination.

The Question Paper setting of Foreign Medical Graduates Examination exam

The Foreign Medical Graduates Examination is divided into two parts of 150 questions each with time allocation of 150 minutes for each part. There is a scheduled break between the two parts. Candidates are required to report at the ‘Reporting Counter’ at 7:00 AM for Part One and 12:00 PM for Part Two (two hour prior to the start time). The reporting counter normally closes 30 minutes prior to the test start time. Candidates who fail to report to the reporting counter by the stipulated time are normally not allowed to write the test. An applicant will be declared as having passed only if he/she obtains a minimum of 150 marks out of 300 in the examination. Results (Pass/Fail) for eligible candidates are displayed on NBE website. There is no provision for re-totalling/re-evaluation in Foreign Medical Graduates Examination. There are no restrictions on number of attempts that can be availed by an applicant.

Procedure to apply for Foreign Medical Graduates Examination

At the time of submission of online application form, the candidates are required to choose the city in which he/she wants to take the test. The choice of city will depend on availability of the test centers in a particular city and the allotment is done on first come first serve basis. During the submission of online application form, the candidate will be able to see only those cities where testing seats are available. While the city will be chosen by the candidate himself / herself at the time of online submission of application form, allotment of test center/venue in the chosen city shall be done by NBE. In case testing seat is not available in the State in which the medical student prefers to appear in Foreign Medical Graduates Examination, then they can choose the option OTHERS from the list of States at the time of selection of the State during online submission of application form. NBE (National Board of Examinations) will make all efforts to ensure that the candidate is allotted a testing center in the State of correspondence address of the candidate. In case testing seat is not available in the concerned State due to logistic, administrative and other reasons, testing center in a nearby State shall be allocated. Such candidates shall be informed about their testing city by a certain date.

Candidates will be informed regarding their test venue approximately 7 days before the examination day through the admit card.

Requests for change of testing center / city is not entertained. Candidates are advised not to canvass for the same.

At the end of online submission of application form, the student applying for the MCI Screening test (Foreign Medical Graduates Examination) will get a computer generated acknowledgment at the registered email id of the candidate. Admit card will be issued to the candidate once testing venue has been allotted to the candidate by the National Board of Examinations in the city chosen by the candidate during online submission of application form. Candidates will be informed through SMS alerts and Public Notice regarding downloading of the admit the card from website. Candidates are required to download their admit card from the website and affix their latest passport size photograph in the space provided on the admit card. Admit card will not be sent to the candidates by Post.

NEET PG

NEET PG is a filtration program implemented by the MCI now also called the NMC for MBBS aspirants looking forward to further their studies in Medicine. The number of colleges/Institutes participating in NEET PG is expected to be around 114 as on 2020. But, the scores of NEET PG are widely accepted and thus the total number of colleges accepting the scores of NEET PG will differ. As of this date, NEET PG will be conducted only once in a year. If there is any change in the format or frequency of the examination. Not all institutes consider NEET PG scores for admissions and there are some exceptions to NEET PG. These include AIIMS, JIPMER, PGIMER, SGPGIMS Lucknow, NIMHANS Bengaluru, Sree Chitra Tirunal Institute for Medical Sciences and Technology, Trivandrum.

Specifications of the Photo for the Admit Card

Size of photograph : minimum 35×45 mm with at least 75% coverage of face & head of the candidate.

A caption indicating the name of the candidate and date of capturing the photograph should be there at the bottom of the photograph.

Background of the Photograph : white

The photograph needs to display full front view of the face. Please look directly into the camera with a neutral expression.

Please avoid photograph with reflection or shadow on the face with red eyes.

The photograph needs to be printed on a high quality paper with at least 600 dpi Resolutions.

The photograph must not have kinks, scratches and stains.

Documents required at the exam center when the candidate comes to give the exam :

Candidates MUST bring to the test center the following documents:

(Unfair means case will be registered against the candidates submitting false/ forged documents.)

  1. Printed copy of the Admit Card with Photo of the candidate pasted on it; &

2. Any one of the authorized photo IDs** (must be original, valid and non-expired)

  3. Voter ID
  4. Passport
  5. Aadhar Card(with photograph)

“In case, any candidate reports to the test center with e-Aadhaar card with Aadhaar number printed on it as proof of identity, the e-Aadhaar card should be a good quality color print out with clearly visible photograph. The photograph should not have kinks, scratches and stains, and should definitely match with the candidate presenting the e-Aadhaar card. Decision of NBE in this regard will always be final”.

** The name on the photo identification must match with the name as shown on the Admit card. If the name has been changed due to events such as marriage etc; candidate must show the relevant document at the time of exam.

The Students may kindly note that they have to report by the time as indicated in the admit card. They reporting late or beyond the prescribed time shall not be allowed to appear in the exam under any circumstances. The Medical Students are advised to acquaint themselves with the test center location one day prior to the testing day and ensure that they report to the test center within the prescribed time

Test Day Procedures

a) After verification of ID and capture of biometrics, candidates will be escorted to the designated computer terminal at the test center and a Invigilator will check in the candidate.

b) Medical students are required to keep their admit card and photo identification at all times during the conduct of examination.

c) It is imperative for the students to listen to the invigilator’s instructions before beginning the exam.

d) Each workstation will be blocked from three sides – front, left and right. Candidates are advised not to look around at other candidates as there will be surveillance cameras that will record video.

e) Any suspicious or disruptive behavior on part of the candidate may lead to cancellation of candidature.

f) For any issues during the exam, candidate may raise his or her hand to notify Invigilator.

g) In case of any disruption, rest assured that a registered candidate will get to take the exam again within the testing/examination window.

How to apply for Foreign Medical Graduates Examination

The candidate will be asked to upload the scanned copies of original documents while completing the online application form. In case multiple pages are to be uploaded for any document, please scan them as a single pdf file.

  1. Copy of MBBS Degree certificate/provisional pass certificate in (English only) duly attested by Embassy of India in that country/apostilled. In case of provisional pass certificate/degree certificate of primary medical qualification not available with the candidate by the last date of applying, the same can be submitted to NBE through email at the fmge@natboard.edu.in latest by the date specified, failing which admit card shall not be issued.
  2. Eligibility Certificate issued by MCI (If applicable). Also upload Equivalence Certificate from Association of Indian Universities if you have done 10+2 abroad.
  3. Valid passport of the applicant (Front page and last page). Passport is exempted for candidates who have obtained their primary medical qualification from Nepal. Such candidate are required to upload scanned copy of one of the valid Photo ID proof (PAN card, Voter ID, Driving Licence, Aadhar Card).

Medical Candidates who fail to submit the documents to NBE as indicated herein above and /or do not fulfill the eligibility criteria will not be allowed to appear in the screening test.

Medical Students who have appeared in Foreign Medical Graduate Examination in the past and have been declared unsuccessful and have already submitted their scanned documents to NBE on an earlier occasion are also required to submit their scanned documents again while applying. Such a candidate will be required to mention his/her roll no. issued in the Foreign Medical Graduates Examination if he/she has appeared in the previous exams.

Candidate needs to note that the following documents may also be asked by NBE to be submitted at any time, if any doubt arises during the determination of eligibility of the candidate.

  • Copy of Address Proof (PAN Card/Voter ID/Passport/Driving License/ Aadhar Card).
  • Latest Passport size Photographs (as per Para5.6).
  • Copy of Date of Birth Proof (Certificate of Matriculation).
  • Copy of 10+2 passing certificate.
  • Copy of 10+2 mark sheet.
  • Copy of internship certificate (if done abroad).
  • Copy of fail certificate/ result for Ex-candidates.
  • Equivalence Certificate: From Association of Indian Universities (for candidates who have done 10+2 abroad).

Caution Notice

a) Candidates are advised to refer to Foreign Medical Graduates Examination website www.nbe.edu.in and Information Bulletin for authentic information and periodic updates about the Foreign Medical Graduates Examination.

b) Students are advised not to be allured by claims of any party or person or institute for qualifying FMG examination.

c) NBE does not make any phone calls to any candidate or issues any communication regarding the change of rank/marks obtained in any of the exams conducted by NBE or for any other such thing which is against the provisions of law.

d) Candidates are cautioned not to be misled by any such false and bogus claims regarding change of marks, result or rank. Candidates are advised to bring any such information to notice of NBE by e-mail at mail@natboard.edu.in

Non-Disclosure Agreement between the National Board of Examinations and the Candidate

There is a Non Disclosure Agreement that the NBE specifies a candidate to follow which is :

a) Foreign Medical Graduates Examination is a proprietary examination and is conducted only by National Board of Examinations. The contents of this exam are confidential, proprietary and are owned by National Board of Examinations. NBE explicitly prohibits the candidate from publishing, reproducing or transmitting any or some contents of this exam, in whole or in part, in any form or by any means verbal or written, electronic or mechanical or for any purpose.

b) No content of this exam must be shared with friends, acquaintances or third parties including sharing through online means or via social media. Social media includes but not limited to SMS, Whatsapp, Facebook, Twitter, Hangouts, Blogs etc. using either one’s own account or proxy account(s).

c) By registering for and /or appearing in Foreign Medical Graduates Examination the candidate explicitly agrees to the above Non Disclosure Agreement and general terms of use. Hence, violation of any act or breach of the same shall be liable for penal action and cancellation of the candidature at the bare threshold.
